Well after i got the game to work after Mr.'s advice (which i thank dearly) my friend while i wasn't really paying attention all of a sudden turns on a cheating spree and i need to know how to turn the cheats off so i can play the damn game

uhhhh that sounds random as hell... password that shit so he cant get on... an di dont think he just turned them on you have to dl them...

Well I hate to be the bad news bringer but you will no longer be able to play in any vac games, unless they are good enough to get past vac....
Have you tried to find the .exe's which are doing this.

well this sucks even worse i reinstalled the game and now every single server is not responding nortons turned off and i can play against bots but thats about it

Unfortunately it sounds like you've been VACed.
Right-click on on your Steam icon in your system tray (bottom right) and click on "Settings".
Under the "Account" tab look for the line that says "Vac Status" and see what it says next to it. Should be the 3rd line down. If all is well it should say "In good standing", if not.....you're going to have to buy another copy of the game if you want to play on secure servers.

i think the servers or something else has gone haywire because im in good standing

hmmmmm, are you able to connect to the net otherwise I guess so because you're still postign but if not you may want to powercycle your modem and/or router and then reboot your comp.
I take it you are using the server search function in Steam? Make sure that there are no filters turned on and try the search again.
Do you have any other steam games installed? If so can you do server searches for any of them?

ok this is strange i tried to connect and it goes smoothly and i think steam is just having a hard time reading the servers i like to go to but Mr. i bow down to your huge knoledge of steam and many thnx (again lol)
